Use TronLink's official extension link, choose Create Wallet and read the agreement. Set a name and password, then use Back up Wallet rather than postponing recovery. Learn activation before paying for it
A newly generated address and an activated onchain account are different stages. TRON documents costs associated with creating an account, separate from later resource use.
