The BIS record describes a real-value pilot and progress to a minimum viable product in 2024. Its institutional participants and technical roles are part of the project's scope. This differs from a public cryptocurrency network where anyone can acquire a native speculative token and participate under permissionless consensus rules.
The BIS announced in October 2024 that it was handing the project over to the partner institutions. An accurate profile must therefore distinguish the BIS's role in development from responsibility after the handover. Describing the project using only its founding participants can leave the current governance relationship unclear. The official record also distinguishes participating authorities from observers, which prevents a long observer list from being misrepresented as a list of operational users.
Faster cross-border settlement can have strategic implications, but a technical platform does not automatically abolish foreign-exchange controls, sanctions obligations, or domestic law. Claims that a project replaces an entire global payment system need evidence about actual adoption, volumes, access, and legal arrangements.
