Its published report discusses technical prototypes and the governance, access, and settlement questions raised by this arrangement. Wholesale CBDC refers to central-bank money for institutional use; it should not be confused with a consumer wallet product, a private stablecoin, or a permissionless cryptocurrency whose supply is managed by a public protocol.
Imagine a bank holding one currency and needing to pay a bank in another jurisdiction. A shared platform could coordinate the relevant transfers directly, subject to participation and currency-access rules. That can reduce some sequential processing, but it raises questions about which foreign institutions may hold or transfer each currency and which country's requirements apply. A technical settlement function does not, by itself, answer those institutional or legal questions.
A prototype demonstrates a set of operations under specified assumptions; it does not show that every central bank has committed to a live shared network. Evaluate the experiment's actual participants, tested use cases, limitations, and publication date. Claims about replacing national currencies or guaranteeing global interoperability go beyond what a technical trial establishes. The educational value of Dunbar is the concrete examination of how cross-border access, common infrastructure, and sovereign control interact when settlement money becomes digitally programmable.
