Celo is a payments-oriented network that moved from its own layer 1 to an Ethereum layer 2 in 2025. It combines stablecoin fee options with a community focused on financial access and public goods. CELO's governance and treasury economics are distinct from payment currencies, while EigenDA, registered challengers and operator controls remain important security considerations.

A payments mission survives a change of architecture
Celo launched its original layer 1 on Earth Day in April 2020. Its earlier design combined elected proof-of-stake validators with a mobile-oriented approach to access and payments. That history matters because older explainers still describe the original consensus as though it operates unchanged today. The later move to an Ethereum layer 2 preserved the network's community and application history while replacing important parts of how transactions are ordered and secured.
cLabs' July 2023 migration proposal argued that Ethereum alignment could improve security, liquidity and developer compatibility without abandoning Celo's focus on everyday financial access. It was a proposal for changing the infrastructure beneath an existing ecosystem, not the launch of a brand-new community. Its original sequencing ideas should be read as design intentions at that time. A migration argument can explain the motivation without proving that every promised mechanism later shipped.
The April 2024 OP Stack proposal emphasized production readiness and familiar tooling. In its replies, yomfana supported the practical benefits while questioning security tradeoffs, and Chain_L anticipated further evolution toward zero-knowledge technology. These were identifiable community judgments, not a unanimous technical verdict. The exchange shows why the choice cannot be reduced to a contest over fashionable labels: compatibility, delivery time and the desired security end state all mattered.
Execution, data and settlement are different jobs
Celo's L2 activated at block 31,056,500 in March 2025. Applications retained a continuing network identity, but the new system connected its settlement to Ethereum. The launch date is an implemented milestone, unlike the earlier proposals and test networks. For a reader comparing Celo with its former layer 1, the central change is where final settlement and dispute handling occur, rather than whether a wallet still displays the same application names.
The OP Stack architecture separates the sequencer that orders transactions from the nodes that reproduce execution and the Ethereum contracts used for settlement. Fast inclusion on Celo therefore differs from a withdrawal becoming final on Ethereum. A payment interface can feel immediate while a bridge exit still depends on a later proof and challenge process. Keeping these stages separate makes speed claims more useful and prevents a single confirmation number from hiding different assurances.
Transaction data is published through EigenDA, with commitments anchored through the rollup's Ethereum-facing system. Ethereum does not store every Celo transaction in its own blobs under this arrangement. Data availability is consequently a distinct dependency, alongside correct execution and settlement. The benefit is a different cost and scaling profile; the tradeoff is that reconstructing and checking the chain also depends on the external data-availability system performing its role.
Proofs, challengers and privileged repair powers
The December 2025 Jello hardfork introduced OP Succinct Lite and zero-knowledge-powered dispute resolution. This is a change in how faults are challenged and resolved, not sufficient reason to relabel the entire network as a validity rollup. The activation announcement explicitly left permissionless challengers as future work. A reader should distinguish using a proof technology inside a dispute system from proving every state transition before acceptance under a different settlement design.
Current documentation lists six registered challengers: atalma.io, atweb3, cLabs, Grassroots Economics, Swiftstaking and Usopp's. Five are described as independent entities, with one run by cLabs. This creates a broader checking set than a single operator, but remains a registered set. Counting participants is only part of the assessment; the ability to join, obtain data, detect an invalid state and sustain a challenge also determines the practical protection.
An April 2026 security upgrade addressed upstream Kona flaws affecting proof-system liveness and soundness, disclosed in a May post. The reported exploit conditions required a malicious privileged batcher or proposer. The Security Council upgraded the relevant dispute contract. No exploitation is asserted in that report. The episode documents both the value of patching and the existence of powerful administrative paths, which must be considered alongside claims of cryptographic verification.
What CELO does after the migration
CELO is the network's native asset and also exposes an ERC-20-compatible interface. Those interfaces do not create two independent balances that a holder can spend twice. CELO is also distinct from the stablecoins used for many payments on the chain. A user can transact in a dollar-linked or local-currency-linked asset while governance and other economic mechanisms still involve CELO. The network, its native asset and its payment currencies should remain separate entries in an investor's reasoning.
Staking now supports governance and elections for community RPC providers rather than restoring the old layer-1 validator consensus. Legacy contract terminology can still refer to validators, which makes historical explanations easy to misread. Locking and voting CELO retains a role in the ecosystem, but the elected providers are not thereby producing the L2's blocks. Understanding what service rewards actually purchase is more useful than applying an old proof-of-stake label without qualification.
The native CELO bridge withdrawal process requires an L2 initiation, an L1 proof and finalization after the challenge period. The current guide specifies seven days for that period. This timing belongs to the canonical exit procedure, not to every local transfer or third-party liquidity route. A faster bridge may offer a different service and different risks. It cannot make the native process's settlement assumptions disappear merely by advancing funds sooner.
Paying with familiar currencies
Fee abstraction allows supported currencies to pay transaction fees through Celo's transaction format, rather than requiring every user to obtain CELO first. It does not accept any arbitrary token in any wallet. The documentation explains the required feeCurrency field and notes wallet compatibility limits, including MetaMask dropping that field. For builders, the practical lesson is to verify the signing and transaction path rather than assume a feature exists in the protocol and therefore works in every interface.
The stablecoin ecosystem includes regional Mento assets and tokens from separate issuers, such as Circle and Tether. This diversity can make payment amounts more familiar to users who budget in different currencies. It also means that collateral, redemption, issuer authority and price-stability mechanisms differ by asset. Cheap transfer fees do not establish that a particular stablecoin will always maintain its peg or that a recipient can readily convert it into local cash.
Mento's December 2025 naming update changed labels such as cUSD to USDm and cEUR to EURm while retaining the existing contracts and pegs. It was not a requirement for users to surrender tokens into a new migration contract. Historical MiniPay and Celo articles may therefore use an older name for the same Mento asset. Precise contract identity is more reliable than a ticker alone, especially where similarly named stablecoins exist elsewhere.
A usable wallet is part of the infrastructure
Opera launched MiniPay in September 2023 as a phone-oriented stablecoin wallet within Opera Mini, initially focused on African distribution. This gives Celo a concrete route to users through a product they may already recognize. It is evidence of product availability and a distribution strategy, not independent proof that every downloaded wallet is an active financial user. The important adoption question is whether people repeatedly use the product for useful transfers or payments.
The October 2023 Nigeria rollout expanded MiniPay access to all Opera Mini users in that market after its initial launch phase. That dated release is stronger evidence than a generalized claim that crypto will someday reach mobile users. Still, reach and financial inclusion are not interchangeable: reliable local conversion, recipient acceptance and understandable recovery procedures affect usefulness. The rollout announcement establishes access to a product, without establishing those outcomes for every household.
Current protocol documentation presents one-second blocks, Ethereum settlement and community-operated access infrastructure as parts of the same payments system. Each component addresses a different friction. Quick confirmation helps an interface, alternative fee currencies reduce onboarding steps, and RPC access helps wallets communicate with the network. None independently proves affordability at every transaction size or universal access. A serious assessment looks at the whole path from obtaining an asset to successfully paying another person.
What actually shipped during 2026
Jovian activated on March 31, 2026, changing fee and execution-related behavior and requiring some pending withdrawal proofs to be submitted again. That operational detail matters more to a withdrawing user than a release slogan. It also shows that maintenance can alter the steps needed to finish an existing transaction. An upgrade notice is therefore part of the user-facing security record, not information relevant only to the developers running nodes.
The SP1 Hypercube upgrade went live in May, while the move to op-reth on mainnet completed in July. These are separate implemented milestones in proving and execution. Hypercube's advertised reductions in proof time and cost were expectations in the announcement, not independent measurements reproduced here. The client-deprecation notice corroborates the op-reth transition, helping readers distinguish the current supported software from an earlier roadmap that still described the migration as pending.
The July engineering retrospective also identified Celo Core Co. as operator of the sequencer, batcher and proposer. It discussed Espresso integration and further hardfork work as plans dependent on testing and readiness. No later official mainnet activation of Espresso was verified for this review. Those future goals must not be used to describe present sequencing as already decentralized. The honest comparison is between current operator responsibilities and the specific changes still required to distribute them.
Regenerative finance is a set of choices
René's five-year vision framed Celo around regenerative economics, public goods and a large onchain economy by 2030. The scale of that ambition is a goal, not a current measurement. It helps explain a cultural identity that differs from communities primarily organized around trading speed or scarcity. Demonstrating the mission requires evidence about who benefits, what is funded and how decisions are made, rather than treating environmental or social language as self-verifying.
LuukDAO's delegate statement gives a more personal account of that identity. It links participation to local regenerative economies, public-goods coordination and projects including Kolektivo and Celo community initiatives. This is first-person evidence for why a builder commits time to the ecosystem. It should not be expanded into a claim that all token holders share the same values, or that every funded project has already delivered its intended social or environmental effect.
The Citizen Retro program tried to recognize contributions such as governance work, education and community organization. Its discussion also exposed disagreement about measuring them. NikoG emphasized contribution motivated by public benefit, while 0xj4an-work questioned popularity signals and recognition centered on visible leaders rather than whole teams. These are concrete governance-design problems: rewarding participation can strengthen a community, but the eligibility and measurement rules determine whose work becomes visible and whose work remains overlooked.
Usage, treasury revenue and the burn debate
The CELOccelerate debate asked how payment activity should connect to the native asset's economics. benibauer favored growth and acquisition spending over burning, while Dee argued for revenue-backed staking. Later, Mahmood questioned why stablecoin usage did not seem to translate into CELO demand. Those comments express competing priorities and investor frustration, not a demonstrated causal model of price. A useful token thesis must explain a distribution mechanism, not stop at counting transactions.
Under approved CGP-287, Celo Core Co. began reporting recurring net revenue transfers to the Community Fund. Stablecoin-denominated fees were converted into CELO, with operating costs and revenue-sharing obligations deducted. The July announcement linked a 2,566,770 CELO transfer; later reports continued the accounting. This is evidence of a treasury revenue path. It is not an automatic dividend to every holder, and governance can make different choices about spending or retaining the received funds.
Westermali's later proposal would burn 25% of net sequencer revenue and leave 75% for the Community Fund. The September discussion remained a proposal in the evidence reviewed here, rather than proof of an executed recurring burn. Supporters see scarcity as a way to connect usage with CELO; alternatives would retain more resources for growth or participation rewards. The relevant next evidence is a passed, executed decision and transaction records, not a promised price response.
