영어 원문 읽기 →The Financial Stability Board published its global crypto-asset regulatory framework in July 2023. It focuses on financial-stability risks and consistent oversight across jurisdictions, including crypto-asset activities and global stablecoin arrangements. The framework is addressed to authorities and informs their policy work. It is not a license granted to individual exchanges, a global regulator's approval list, or a replacement for the legislation applicable in a particular country.
An intermediary might combine exchange operation, lending, custody, and issuance inside one business. Those functions can create conflicts, interconnected exposures, and operational dependencies even when the underlying ledger is public. The FSB's recommendations emphasize governance, risk management, data, disclosures, and cooperation among authorities. Looking at functions makes it possible to compare a familiar financial activity with a crypto implementation without assuming that a new technical label removes its economic risks.
For a project profile, use the framework to organize questions rather than to assert legal conclusions. Who is accountable, how are customer assets treated, what exposures are disclosed, and how do authorities cooperate across borders? A jurisdiction may implement the recommendations through different institutions and timelines. A provider saying it follows global principles has not demonstrated that it meets every local requirement. Distinguish policy recommendations, domestic binding rules, supervisory guidance, and a firm's own statements of compliance.
