A digital form of national currency
The digital ruble is a Bank of Russia project for a digital form of the national currency. The central bank's documentation describes its platform model and the role of participating banks. It is not a permissionless cryptocurrency or an independent asset with a floating exchange rate against the ruble by design. An account on the central bank's platform and the banking application used to access it serve different roles in the user experience.

The announced rollout milestone
In an August 31, 2026 announcement, the Bank of Russia stated that major banks and retail companies would make infrastructure available on September 1 and that individuals could choose to use the new form of money through connected bank applications. This provides a more precise description than calling the project merely planned. It does not establish universal availability at every bank, merchant, or cross-border corridor; participation and supported operations remain specific to the rollout.

A CBDC's domestic account, payment, and access rules should be examined separately from claims about international settlement or sanctions workarounds. A programmable platform still operates within institutional and legal arrangements. For an educational comparison, ask who issues the liability, who operates the ledger, how users gain access, what information intermediaries can see, and how transfers relate to ordinary deposits and cash. Use dated official documentation for functionality and distinguish an announced capability from independently measured adoption.
